How do the VFL recruit players, is there a draft or anything? I know that some AFL players would play in the VFL but where do they get the other from.
And just say you're playing Under 18's TAC Cup, you go into the draft but you don't get drafted and you're too old for another season in the under 18's. Where do you go and how?
There is no draft. The VFL clubs are free to recruit players from anywhere.
There is a semi-formal link between TAC clubs and VFL clubs. This link encourages TAC players to go to their local VFL club and for the local VFL club to take on some local TAC players.

I think there is a fairly low salary cap that puts a big brake on how much the clubs can offer ex AFL players.

If you miss out on the draft and you want to earn $$$ from footy, you'd probably go to the SANFL because their payment cap is 3 times bigger than the VFL, and I think twice the WAFL cap (but I may be corrected there).
If you're Victorian and miss out on the draft and you want to get drafted, you should look at playing in the VFL first, and then probably one of the EFL/DVFL/VAFA A Grade to keep getting looked at whilst in your first non-u18s year.
If you're outside the VFL system or the top level suburban competitions, it's unlikely you'll ever have an AFL recruiter attend any game you're playing.

Yeah, you'll find a lot of kids from the TAC play VFL for a couple of yaers, and if they are unable to break into the senior team and push for possible drafting to an AFL list they will return to their local league where they can earn more cash.
Salary cap isn't much at all, around $175,000 or something (will check that). Does vary a bit as stand alone teams get more.
The link between the TAC and VFL clubs seems to be working, but it's not formalised. A few players have joined Box Hill from TAC clubs other than the feeder club Eastern because of it's good record in getting players drafted.
