Selection Policy or Favourites?

Is it a case of filling in positions with required height/speed/strength?
Is it a case of those who perform the best the week prior at next level down?
Is it a case of favourites? If so, then by whom?

I heard it alot in the past but hadn't heard it until for quite a while until earlier today. just a question, because I couldn't get a proper answer from the person who said it (she ran off for an appointment)
