Umpires membership of Swan Districts

Can somebody please answer this question for me?:
Some time in the 1970s, WAFL team Swan Districts issued every umpire on the WAFL panel with honorary membership. It was during a period when its star ruckman Gary Sidebottom was under the gaze of the umps. What year was it?

Sorry Croydon can't tell ypu the exact year but Gary Sidebottom played for Swan Districts from 1973 to 1977 before going to St Kilda. That at least narrows it down.
