Does a power play have to be asked for at certain overs ? ie. 11, 16, 21 etc. or could a captain at least let a side going slowly for the first ten overs go into the 11th over without one and see how it goes - starting one in the twelve over if required ?

Thanks. That makes the complete lack of captains diverging from using them at 11 and 16 even more evidence of a complete lack of tactical nous on the part of any of them.

As does the fact that the first 10 overs must be played under 'powerplay' rules.
If they are going to be at a captains discretion, they should be able to use the 20 powerplay overs at any time
