Why tank? the priority pick system has changed, First PP comes at pick 17, hardly worth the ire of the fans for that is it?

I know, tell me about it! So many games they should've won, but they've thrown them away in order to get the number 1 pick! I still can't decide if that's what they've done or if they just choke! Oh well.
