If I just heard the television correctly right then, did the AFL just... agree... that the standard of umpiring was poor and biased in the Collingwood-St. Kilda match?

I didn't hear the word "biased" used.
The AFL did concede that the umpiring in that game was "below average" and was to the detriment of the Collingwood Football Club.
Given that this concession would've surely been said though gritted teeth take it to read...."the umpiring was a bloody disgrace and Collingwood were crucified".

The Richmond players would all be bankrupt if they were slapped with a 5K fine for all of their mistakes.
