When starting a thread, make the title relevant to the topic so it's clear what the thread is about. Apart from making it easier for posters it also aids thread searches.
If you are going to troll, then a provocative title gives your thread immediate impetus.
If your thread attracts a lot of attention, some posters take delight in ruining it. The moderators can't be bothered sorting the wheat from the chaff and the thread may be closed, deleted or interest in it is lost.
A subtle title may actually be more effective than a provocative one.
From a "BigFooty Official" point of view - titles which are offensive are visible for all visitors to the board to see.
Swear words, suggestions of drug use or improper acts - which have not been softened by use of terms like "Accusations" or "Alleged" - all end up being changed by the Mods. This means work for the Mods - something we are averse to - hence punishment will be forthcoming for the thread starters.
