Now I'm not taling about Richo or Carey :D
We all connect to an ISP. Our modem is ACA approved and good. But we get dropouts and have to pay for a redial through no fault of our own. My home account has an average of 7 redials a day. Now my opinion is that dropouts should not be paid for by the consumer. What do you guys think?

Yup. If it can be identified as the provider's fault, the consumer should not have to pay.

Frodo, I agree 100%. I used to experience 'dropouts' all the time (and I don't mean out my boxers) and had to pay for all the reconnections. Eventualy we worked it out that it was cheaper to get a cable connection and never have to re-connect. The price we pay per month is cheaper than our old connection fee plus all the re-connects, and I mean by about $30 per month.
I would recommend a cable connection.
