Can you set up a structure, with 18 teams, where each team has 14 home-state games and only 8 away?

I've crunched numbers with a 3-divisional system.
Assuming that the divisions are this:
WESTERN DIVISION
Fremantle
West Coast
Adelaide
Port Adelaide
Vic #1
Vic #2
NORTHERN DIVISION
Brisbane
Gold Coast
Sydney
New South Wales
Vic #3
Vic #4
SOUTHERN DIVISION
Vic #5
Vic #6
Vic #7
Vic #8
Vic #9
Vic #10
And victorian teams rotate every year.
I can elaborate on it more later, but everyone goes to every other state TWICE, to play a different opponent, every Victorian team travels to face an interstate opponent, and interstate teams only go to Victoria for two games.
Remember, the key is to even up the draw and the travel at 14 home, 8 away. I think I've done that.
EDIT: I don't think I've taken into account one part - interstates vs. other non-divisional interstates...this might take a little time.
