Help me Identify a Movie 2: Some form of car race

Story something along the lines of two guys, mortal enemies in car races for $$$. One gets killed (eletrocuted?), and comes back as a ghost.

Something about strange powers with electricity and shadows, reappears in an 'awesome' jet black car, smoky windows, can teleport or something.

Ghost Racer kills the 'bad guy' by having his car materialise in front of him during race, bad guy drives off cliff.

Ghost racer wins girls heart.

Probably from the early/mid 80s, and no-one I've spoken to has any idea.
