Either way, it's harmless.
ROFL, more like advertising working.
Come out with a campaign that will push some prude's buttons, get it banned, draw more attention to your product than you otherwise would have received.
Even more cynically - I'd say they're paying the standards board to ban it.
Mutual benefits:
"You guys get money and the credit for upholding community standards. We get even more publicity for our beer."
