would it work? do we need one (i think not)
and by the way, are players contracted to a state for both pura cup and ING matches or could there arise a situation whereby one state gets a player for first class matches only and he plays OD cricket for another state?
and another thing, what do you think about the limit of 1 international player per state?

Biggest problem would be whatyou would do with ACB contracted players.
For an equitable competition you should include at least part of their contracts in the salary cap, however the state associations have no control over these contracts so......

Doesnt it already have one in a round about way.
The State sides dont generate much revenue on their own, so player payments essentially come from the ACB. If the ACB gives each state the same amount of money, then this is a loose salary cap.
Unfortunately the current system favours NSW, QLD & WA who have the most test players (what a surprise about NSW). Until the players under ACB contracts can be brought under the salary cap in a meaningful manner then it can not be properly introduced.
