I'm surprised no one has commented on this yet. Beer-swilling, doughnut-loving Homer Simpson has been named the greatest character created for television and film in the past 20 years.
The cartoon character from The Simpsons beat Harry Potter to take the top place in the survey for a US entertainment magazine.
Buffy the Vampire Slayer was named as the third most important character created in the past two decades.
And Heath Ledger's Joker, from the blockbuster The Dark Knight was fifth, sandwiched between Tony Soprano (fourth) and Jennifer Aniston's character Rachel from Friends.
Simpson's creator Matt Groening said millions of people were able to identify with Homer, best known for his catchphrase "D'oh"

I think it says more about who was voting. And what was the criteria for it. Most influential? Most liked? Most popular? It's hard to quantify one fictional charcater over another when they are in different settings that are perfect for that particular character.
Would Kramer work on Friends? Would Blade have worked in Buffy? The question is purely a popularity contest.

Joss Whedon has created some of the more memorable and entertaining characters, he's a champ. Forgot about his other gems, Firefly and Angel.

For tv characters from the last 20 years I'd have George Costanza first, followed by Kramer, Cartman, Randy Marsh, Homer Simpson, Al Bundy, David Brent, Howard Moon (Mighty Boosh) and Murray Hewitt (FOTC).
I'd also have Larry David from Curb Your Enthusiasm in my top ten as well but I'm not sure if he counts as a tv character since he is really just playing himself.
Can't believe Rachel from Friends and Carrie Bradshaw are in the top ten, must have been a lot of women voting.

Homer was the obvious pick but the older I get the less I find The Simpsons funny. I would've liked to see Six Feet Under and Arrested Development make a bigger impact on the poll.

The 20 year thing is a joke. There are so few characters that become instant classics. Time is the ultimate judge. Some characters will still be revered 100 years from now, while others that might be "popular" now, will be forgotten very quickly.
