Captain Caveman was my favourite as a youngster. Al Bundy (Married with Children) was a favourite as well, and from more recent television it's Catherine from CSI - Crime Scene Investigations (She is one sassy lady), and Rommie from the Star Trek rip-off (that's better than Star Trek) Andromeda.

In no particular order:

Main/major characters:

Niles Crane - Wonderfully uptight character who just allows for great lines.
Derek Trotter - So realistic, never beaten.
Mr Hudson - From Upstairs Downstairs. Another that is 100% believable, and superbly played.
Norm Peterson - George Wendt was once asked to sum up Norm. His reply was "I came, I drank, I stayed". Says it all.
Captain Mainwaring and Sgt Wilson - Probably the best sitcom double act ever. Just watch the interplay.
Blackadder (the 2nd): The best manifestaion which also resulted in the best Baldrick, Percy and Melchett as well as other great side characters.

Minor parts:

Major Gowan (Fawlty Towers) "Took a girl to see India once. At the Oval!" Always liked the Major.
Trigger: Possibly just ahead of 'Boycie' amongst 'Fool and Horses' support.
CJ (The Fall and Rise of Reginald Perrin): He didn't get where he is today without being a great caricature. And don't forget his brother 'F'.
Nursey (Bernard): Why have all the great historians ignored this characters role in the Elzabethan age?


Cartoon:
Homer - of course but so many Simpson's characters: Apu, Professor Frink, Sideshow Bob, Disco Stu.............
Dr Zoidberg - Bender is good but Dr Z is hilarious.
Brian and Stewie - Without these two Family Guy would be no better than King of the Hill. With them it is superb.
Tom and Jerry - The ones produced by Fred Quimby.
Wile. E. Coyote - My hero.

Well he was in Prisoner so he probably picked up on her acting style, in fact he was a complete nutter who blew up Jim Fletcher's wife & children with a letter bomb.(I think he was a Viet Vet with mental problems:D )


Really though has there ever been a finer Australian cultural export than Prisoner?
