If Clarence or Northern Bombers made the VFL would the ground be the same?

I was wondering that seeing as Clarence and the Northern Bombers wanted to join the VFL a few years before Tassie finally made it. Which would of been a bad idea for them at the time, because their crowds weren't that good when they were thinking of making the trip to Victoria to play.
