Ok, from what I understood, Carlton were locked out of rounds 1 and 2 of the draft this season. And this was reiterated again recently when it was made clear they also could not 'trade into' those rounds.
So how come they are able to offer the no 2 pick to Port for Stevens? Aren't they stripped of this pick?
Or is it a 'priority pick' for their poor season and thus outside the penalties set down for the salary cap breaches?
Please explain!

It's a 'priority pick' - one of the anomaly's of our great game where you actually get rewarded for being a crap team!! :(

That's right. The AFL in their infinite mercy said that if we "earned" a priority pick this season - which we did - then we would be allowed to keep it.
The Blues are showing their appreciation for this small kindness by giving it away for an overated receiver :(
