There is merit to use these drugs to help athletes get back to what they are capable of. Performance enabling if you will.
It becomes a hard concept to precisely define, and can spur a load of questions / issues / arguments that have to be contended with:
  • Is an athlete really 'capable' of a certain performance level if they need drugs to get there ? If it's just a matter of getting there quicker with the drugs than they would without the drugs, how is that better than, say, putting on muscle quicker with drugs than they would without drugs ?
  • Is a drug that enables a 35 year old to perform at the same level they did when they were 30 years old 'performance-enabling' or 'doping' ?
  • etc.
The bottom line is that whether it's painkilling injections, roids, HGH, cocaine or whatever, you're using something artificially constructed to raise your performance level higher than it would be without it. Sports ban certain substances and permit others, and the exact reasoning behind the distinctions isn't that clear.
 
Whilst I agree with that, the counter argument is that the athlete with the best medical/chemical team wins.
Would you rather see a team with the best altitude training location win ? Or the team with the best nutritionists win ? Or the team with the best sports psychologists win ? Or he team with the best doctors win ? The best gym ? etc.

It's a combination of factors - clubs wouldn't spend money on that stuff unless they believed it gave them an advantage (or in many cases, prevented another club from having an advantage by being the only club using that 'technique').

It's partially due to there being a salary cap for players - clubs have switched to trying to get an edge by spending money in other areas.
 
Some of the s**t that is used can kill you. Flo-Jo etc etc.
The stories of cyclists on EPO having to get up in the middle of the night to do a bike session to prevent their hearts from stopping are genuinely chilling. No question.
