He's a competent outside shot but his problems are really closer to the basket.

Yep, Rubio still has a tendency to put up these quick, cutesy, flippy layups at the rim.

...And sometimes he seems to anticipate the contact and shout for the foul, rather than going up strong and concentrating on trying to play through the contact and finish.

...And most times layups seem like a last resort for him when he can't find someone to dish it off to.

How much he can improve on this, I don't know. It's not as straightforward as going out and shooting 1000 jumpers at practice to improve your outside shot.
