0.7% of attacks during a relatively quiet period (begins after the Madrid bombings and ends before this year when we've had a spate of attacks). But this 0.7% is just the number of attacks, not the number killed. As stated in the report you're referencing, Islamist attacks generally target more people (innocent people) than separatist or other politically motivated attacks which usually have at most 1 or 2 deaths (often none) and the targets of those attacks are not simple civilians going about their day, but government officials, soldiers and police.
The Europol report even goes out of its way to stress the dangers of religion-inspired terrorism, but apologists seize on one statistic and just repeat it endlessly without understanding the context.
