Trading and drafting are two very separate things and I believe the comments you have quoted were in relation to securing a player during trade week.

Traded player = higher contract not budgeted in our total player payments.
Drafted player = lower contract budgeted in our total player payments.

Regardless of whether he's recycled or not, player payment wise, Hooper should rightfully be considered a draftee, therefore the discussion is valid and your multi-quoting of old posts was both irrelevent and unfortunately, just not funny.
