There is the hard cliff like Bottas found there, and the 'soft' point where you are lapping slow enough to mean that not changing is costing you. The sort of soft cliff idea is very specific to what is happening at any one time mind you.This. Finally this. They spend soo much time worrying about the cliff, to the detriment of logical decision making, planning, composure of the driver- yet it barely ever, ever happens..
Don't know if it's paranoid drivers (see Hamilton, while his crew knew he was ok), or just a more obvious issue than pit strategies/attacking etc, but I think they focus too much on this (ie give it too much of a buffer), yet happily smash into each other on lap 1 etc..
