Russia is part of "Eurasia" so it can be in both really. I see the FIRA has no Russian teams so we can have Russian teams in here.

If the NAFL doesn't expand to those areas, AAL will be in charge of those leagues. Personally I think the NAFL should be in charge of those areas.
