They are just doing random visa and car checks because there are a lot of people who are working and living illegally in the country.
They're not allowed to do random id/visa checks, they have to have a valid reason to request your id, papers ect.
 
Not that bad to be totally fair.
Surely you don't want acts of terrorism happening here.
What do 'acts of terrorism' have to do with random visa checks?

Being that it was a JOINT OPERATION with VICPOL they absolutely could stop anyone and ask for ID.
VICPOL can't either PTV Authorised Officers and PSO's can in relation to public transport infringement but that is restricted to Public Transport Users, they can't just accost people randomly on the street and ask for ID.
