Can the 'third man up' touch the nominated rucks?

Welcome opinion discussion in here, but more interested if the rules reference anything specifically about the 'third man up' touching or restricting the nominated ruck.

I can't view the afl match replay to link a time (love it if someone could), but I recall in the eagles v tigers game, think it was mostly first quarter, where on a couple of boundary throw ins nicnat and maric were in the normal tussle and another tiger from behind went knee up like a marking contest on nicnats back for the tap.

Just wondering if that permitted or not?

It should be illegal for anyone else bar the two "rucks" to contest a "Ruck" contest. I absolutely hate the third man up rule. Rediculous!
But to answer your question, it's perfectly legal.
