They wouldn't have to do it, in my idea, but correct me if I'm wrong but they probably benefit from being given the chance to embrace what they once had, since we effectively invaded them and they are still suffering from inter-generational trauma as a result. The world has changed too much to go back entirely obviously, but this could give them more opportunity too, with the skills and knowledge they could attain.
You have obviously never been to a remote community.
The only way to give the younger kids a chance is "stolen Generation" to remove them from these filthy squalor's and that's just not going to happen. So the desperate mess will continue.
