Actually I don't!

That's Charles Foster Kane trying to start a round of applause for his terrible singing wife in Citizen Kane. I assume TBD is indicating his general support for the above post, but the point of that scene was that what's-her-face was an awful singer whose performances no one in their right mind would enjoy. Hence the manic look in his eyes.

I guess this particular gif has taken on a different meaning over time. I see it around a bit and honestly I am often confused whether it's meant to be genuine or sarcastic applause.

It's taken on the 'genuine' meaning now. Most who post it haven't seen the fillum.

You've given this, far too much consideration. The answer to the context of its use here, lies in your experience of TBD's posting and understanding of his footballing and social values weighted against the quality and values of the post to which he has responded.
My gut feel on this one is that the preceding post was appreciated and that sometimes applause is just applause.:)

But on the other hand TBD is a very astute individual and would have understood utterly that the applause in the fillum was for the poor singing by the wife and by posting it poor old Tom, knowing about the manic eyes from his viewing of the fillum, would be more interested in the manic eyes and as such the context was misunderstood as as opposed to the previous post that TBD understood very well and supported so therefore posted the GIF. At least I think this is the case.

LOL I thought it was out of the movie Elephant man, hence my last post. Now I am embarrassed makes me angry i need to vent.
 
The conclusion I draw is that you all need to watch Citizen Kane and I need a drink.

Anyway, Game of Thrones has finished downloading. That's still cool, right?
