Maybe it's just not answered for you, or maybe you don't know what victim blaming is. Any shift from unequivocal condemnation of terrorism is victim blaming, which is what was addressed in the second statement. We don't bargain with terrorists, and we certainly don't make excuses for them.

At no point did he even imply that the attack was justified.
He pointed out that it's continuing to happen, so we need to reassess how to stop it.

But, you think he is excusing the attack, and saying it's entirely the victim's fault. And you think he says even worse things behind closed doors, based on this interpretation.

And we are at an impasse, because you refuse to open your mind to other possibilities, and you also refuse to better explain how it is what you say it is.
