People have been talking this way for years (invest in infrastructure etc).
How many hundreds of millions have been invested over the past 30-40 years...where does it all go?
Greedy businessmen & corrupt Govenments skim off the top. The trickle down never seems to work.
Sometimes a basket case is a basket case.

No doubt there is some of that, examples include Manus, Nauru, Cambodia.

Selective grants with particular conditions attached to reduce the waste & corruption.
If the Governments or NGO's refuse or cannot agree...then no deal.
Our planet can barely support the 7 Billion population & by 2050 will grow to 9.5 Billion (nearly 11 Billion by 2100). Hence over population in countries with limited resources is the problem.
Perhaps natural selection isn't a bad thing (for the long term future of the planet & the human race).
