where you say the secondary aim is for AR after the primary aim being to benefit the AFL,
Almost every situation is different and a top down approach is more benficial than a bottom up approach in some instances. Where you see large investments by the AFL: NSW, Qld, NT Thunder, NEAFL, RSA, PNG and NZ you see definite results and they directly benefit the AFL and they directly benefit AR.
development officers and what not.
Like other codes the AFL has limited resources and has to analyse the best cost/benefit scenario.
The AFL has established AFL Europe that has been very effective inbeing the catalyst for European growth.
Doing the same in North America IMO would have little effect because Canada and the USA are very well run leagues. Of course there are many other ways to offer support like the current goal posts grants, suplying development officers, umpiring help and aid in setting up new clubs. You could take the promotional approach with exhibition games, rep tours, media attack etc. arguing that would help clubs by producing more participants. It's a very complex subject, one which I mooted a long time ago but with little response.
That was under different circumstances so it might be worth creating a thread that debates the best use of resources to promote AR overseas.
