For the most part it's the Committee that usually comes out and states they want to move forward and get the club feeling like it's a new and improved version of it's previously 5 minutes before self that are the problem.
They let all this stuff happen and many people spend much time on these things and then don't want to change due to history or some story they concoct to make themselves relevant.

It's happened to me at two different clubs.

Disappointing result in the end, but I can completely understand if its just being shelved for this season. There is generally considerable time and money involved with a change like this, and for a club running off volunteer man power, can easily be a bridge too far at this time of year with footy just around the corner.

To Breather's credit, he got in contact with me before posting in this thread to make arrangement's for the cash prize, which I respectfully declined, I'm sure even $30 could be put to better use around a small football club.
