Nope. His scholarship ended last year with his non-drafting.

Nobody said that. At least no one who knew what they were talking about. What he did have was elite speed, acceleration and agility. Especially agility. He was unlikely to be drafted when he never grew and had difficulties performing consistently for the Rams.

His coach at Scotch Collage said that when he won the first 18 best and fairest in year 11 first player to do it since Rioli. He also beat Tom Boyd and Josh Kelly when he won their BnF so I had high expectations

Well he was never actually at the club (except for the odd pre season training appearance under the pre draft induction program), however we had rights to draft him.......now that we passed on him in the 2013 draft......do we still have rights to him in future drafts???? That is the question at hand.
I think we still do have rights over him (although I am not 100% on this). So if he fires up on the field & has a growth spurt in 2014 then maybe he could come back into calculations??
