10 places is harsh. Not sure how it is equivalent to the other 10 place penalties.Ah. The FIA rulebook explains it:
"If an unsafe release occurs during the race, the driver will get a 10-place grid penalty for the next event but can also be penalised during the current event if he can continue racing after the incident."
So the 10 place penalty is automatic. The stop-go was the add on. Not the other way around.

What happens when a team's priority is the driver's title?They should lose constructers points and be fined. Completely unfair on drivers. I get that they are all part of the one team but still he like in Australia is being punished for something out of his control.

"Unsafe release" also applies to things like when you release the driver right in front of another car, giving the driver a penalty in those situations makes sense. Plus they want to reduce instances like loose tyres since the Massa, Alonso, and of course Surtees incidents a few years back.
