there are 2 versions, one is a 32 bit and one is a 64 bit. Get the one that matches your computer (find it when you right click on computer/this pc and go to properties)

once you extract the file from WinRar, you want to copy the folder that is called base_2016 or base2016 and copy it into the base sub folder

otherwise, download WinRar (its free) and extract it from that, then put it in.
