I think people are just trying to put off ranking the teams. And to make their point they'll drag their heels or not put in scores at all.

I think we should get 20 points and we distribute them to the other teams, as we rank them.

That allows us to weight the points a bit more?

So, for example, you could choose to give you favorite team four points, the next two teams three points, the next three teams two points and give four other teams a point.

Or you could choose to give your favorite ten teams two points each.
