Owners worth doesn't mean a lot. How much of it he is willing to spend, and how much he will be permitted to spend under the current rules is.
Then you have to look at things like location, stability, status of club, marketability etc.
If Bloom (for example) decided to spend his fortune he still wouldn't get A Listers straight away.
We are working on the status and marketability(it's improved a lot even from 2 years ago), location and stability we have covered.
He's not willing to pay some of the insane wage demands is why we'll never spend ridiculous amounts of money for players even if it's there. We have a wage structure and we're sticking to it it seems.

You got Tevez, Adebayor and Kolo Toure in your first full season under Mansour and signed Robinho the year before when CFG were owners for literally 5 minutes. And in 2010, despite missing out on UCL football to Spurs, you still signed Yaya Toure, WC winner David Silva and UCL winner Mario Balotelli (along with Boateng and Dzeko). Monaco splurged on Falcao, James, Moutinho, Abidal, Carvalho and Martial as soon as they got promoted from Ligue 1.
If you have money you will get A-listers straight away.

Tevez was the closest to an A lister when we bought him. The others were all considered one or two levels below at the time. But without Robinho and Tevez it would have been that much harder to sign elite talent as those two signings showed that the club meant business.

We all have to start somewhere. The City wasn't built in a night. As you said, you need to get yourself just the right player at the right time to build your profile. Robinho is the guy I have as the start of the new age. Yeah, he flopped, but that's the thing, you now had something attractive about you guys, and you had a nice niche: The Blue side of Man Utd. Imagine hope epic a proper cross-town rivarly can be, and imagine how pumping the city can be with two quality sides?
Mind you, Kompany will always be the face of City for me.

Silva was extremely highly rated at the time of that Valencia fire sale and before they turned to s**t, they finished top 3 and were probably comparable to current Atletico. As is said, was a first choice pick for Spain even back then. Definitely an A grader at the time.
Victoria has a lot of excellent beaches but most are out of Melbourne.England has got some nice beaches, particularly in the north west. Not too far to go for some awesome beaches in North Wales either.
Melbourne beaches are s**t, but not nicer as you move out of Melbourne.
Adelaide beaches are very good.
