Which club internally overrates their players the most?

Give reasons why please, not supporters, more so clubs that are guilty of really overrating their players whether at the trade table, through promotion or even historically reflecting.

This is our first. Being down the bottom and getting number one draft picks doesn't mean you are rebuilding. We took those picks and still kept trading picks to get back up there quickly. Half arsed all the way.
