With regard to last paragraph they do restrict medical immigration (doctors) to “areas of need” ie rural
I suppose being the employer there they can influence that. but surely theres an obligation to keep that person employed there as long as that person wants.
Job volatility is a key for skilled migrants wanting to immigrate . Its hard enough without instability. I guess the figures are substantial numbers of migrants do change jobs pretty quickly. There needs to be a ready supply.
And those starting up a business with capital? Its just not practical
