The official statistical policy of the Australian Football League (AFL) is that it is one continuous competition from 1897 onward.
Anything else is dribble masquerading as drivel.

AFL Premierships ranked by percentage of seasons competed.
(A West Coast 'flag' in 2019 would make it ranked no 1.)

What do you make of this, from the 1913 GF footy Record (if anything)?

As all the Premierships before the League was formed went only to clubs that latter formed the League, in the early years of the League Premiership lists included ones from the VFA (1877-1896) and also before there was any formal administration of the competition.
George Cathie, the founding editor of the 'Football Record' was also the first to begin the collation of League records.

What's your view on Carter's motion to have VFA premierships included in club tallies?

Carter seemed to have the idea that Geelong's VFA Premierships were somehow 'unknown' even though they have always been listed in the in official statistical history of the AFL - then 'AFL Record Season Guide'. (And numerous other publications in all eras.) The issue mainly arose from his ignorance.
I believe that was settled by the League ruling that Premierships won in other competitions are club records but not League records.

Also anything before 1877 is dubious and even the early VFA Premierships were often more by consensus that any formal method of deciding which was the 'premier' team in a season.

Hotham is now North Melbourne?

pre VFL seasons were removed from VFL record in 1925, when VFL expanded to 12 teams. (+33%) Suggests now we have 18 teams (+ 50%) the VFL season results should be dropped, at least from GF footy record
