Tim Kelly was playing in a nothing league when he was 19/20. Second year blues only applies to players who were drafted when they were 18.

Not the only player to be given preferential treatment just for being a high pick. How many KPP's are persevered with for years just because they were taken in the first round of the draft, plenty. Rayner should have been given a spell in the NEAFL by now.

Or perhaps Fagan sees Rayner's talent and knows it is good to keep playing him and let him improve that way. Brisbane are not winning the flag in 2019, so why not get games into players like Rayner.

tbh Cerra who was pick #5 is not having a season any better than Rayner.
