I think the key is reducing the time for prior. If you can take a step, you've had your prior opportunity. Turns a lot of ball ups into frees and gets the footy moving.

The game moves on when players take possession, get clear and get a quality possession, without prior it will either be waiting on the opposition to pick it up or scrappy rubbish rushed play until a free for ball is called and then the ball is kicked 50m to the next flog of seagulls fighting over a chip.
the issue its 36 players within 40m of the ball, you need to stop that. that's the disease, the rest is the symptoms.
And that is why interchange rotations need to be capped at 40.It’s the constant stoppages that allow that. If the game keeps moving, 36 players can’t and don’t keep up with it.
Make racing the same...Only one team on the ground at a time start in the middle then the ball has to be carried back to the full back and then taken down the ground with kicks and marks only until you score, then swap teams, no congestion the apparent tackling problem is solved lots of marks and kicks etc.

So having the players knock, soccer and push the ball around the ground in a huge mauling scrum is much better than what we currently have.....That's the point though - you don't have to pick it up - punch/kick it forward and clear the congestion until you have time and space to pick it up.
I was generally against this rule but the way the game has degenerated over the last couple of years I'd be seriously in favour of giving it a pre season trial just to see what it looks like.

I think you're massively underestimating how stupid this idea is.The ball is going to be knocked and kicked clear of the scrum faster than it can move - you are massively underestimating how quickly the ball will be cleared into open space where someone can pick it up.
This idea is literally the antithesis of what good football is. You remove prior opportunity you remove the incentive to go for the ball. Then you'lkl have two players waiting for the other to go for the ball first just so they can tackle them.
