Don't think they should be able to do it. If you injure yourself 30 seconds into the match you can't make a very late change, so maybe the warm-up should be no different. Not really fair on the opposing team when both teams have to submit their final teams 90 minutes before the opening bounce. What's the point?

You're playing with 21 if somebody gets injured one second into the game too. I just don't see the point in clubs having to submit their final teams and then being able to change them. Injuries in the warm-up are reasons why teams make 'very late' changes, but often the reasons are less clear.
