Dallas was going to take him. But Cuban overruled the GM to trade down to open up salary to make a run at Dwight Howard.

The story goes that Nelson (Mavs GM) swore his reputation to Giannis being a stud. Cuban wanted some vets to stick next to Dirk. Nelson next swore by Doncic in 2018 and Cuban was willing to trade up and picks to support Nelson.
