Looks like NDIS participants may be liable to repay funding if the Minister determines it those services should have been funded by the States.




Given the eye watering level of debt currently being racked up by this government, it's worth asking what it's all being spent on seeing as they're looking to slash spending at every turn?

In what parallel universe can this incompetent jackass be given responsibility for anything, let alone something as sensitive as the NDIS. He and chief God botherer, His Slipperiness, have no moral compass or humanity whatsoever.

This is actually a genuine issue, because under the NDIS the states have agreed to allow the feds to exercise powers they normally are responsible for.

They are not out of the equation, and they still have a major role in the process.

Imo, just another attempt to undermine the NDIS so it can be ultimately gutted

Agree Ned. That was the point of the piece I think. The reactionaries have no real interest in the NDIS. They've already sneakily moved funding from it for a use elsewhere. Their real interest is in eviscerating it. The plutocrats would dismantle social welfare completely if they had their way. Robert is a such a dimwit he's likely to be exposed as such - again, hopefully.

So these campaigners commissioned an “independent” review of the NDIS. And then just hijacked it and inserted whatever they wanted into it.


Secret documents have cast doubt on the independence of a wide-ranging review into the National Disability Insurance Scheme that recommended the most radical overhaul of the $25 billion program since it was established.

Emails and draft copies of the 2019 report, written by former senior public servant David Tune, show National Disability Insurance Agency officials inserted an entire chapter into the review of the scheme’s legislation, and made substantial changes to almost every part of the document.

The review was used by the Morrison government to introduce independent assessments for NDIS participants, where health professionals employed by one of eight providers paid by the government will review users’ eligibility for the scheme. Disability advocates have labelled the measure a cost-cutting measure to reduce the number of people in the program.

More than 900 pages of documents, released under freedom of information laws, show emails from NDIA officials and Department of Social Services staff prioritising the NDIA board’s topics, “talking points” and inserting a multitude of changes to the draft versions of Mr Tune’s report.

One email, from an NDIA official, apologised that the changes to the document were “hideous – almost unreadable”.

The tracked changes appear to show the entire chapter devoted to introducing independent assessments – which was initially recommended by the Productivity Commission in 2011 – was also inserted by a public servant.

The planned overhaul to the system, revealed last month by The Sydney Morning Herald and The Age, has enraged disability groups and state and territory ministers, who have accused the federal government of a “power grab” by removing their previous rights to veto changes to the scheme.

From mid-2021, independent assessments will be part of the process in which people are accepted into the scheme. By the end of the year, it will be used to review those already part of the scheme.

Umm, because ALP power-brokers are not immune to selfishness. Their own hip-pocket is paramount. Don't forget, more than half of each party are in safe seats and cashing in comes ahead of being re-elected.

the NDIS should be the first on the list of reforms that people want.. and if they don't then they should hang around and read
social media.. plenty of people who would like to see a more normal method of payment, production, and output, as well as
the 'sun rising over us all every day...?
 
Whilst I don’t support ‘gutting the NDIS’, the fact remains that the scheme is bleeding money at a rate of knots - partially thanks to the fact that Labor never bothered to properly fund it when they set it up.

As far as I’m concerned ALP and Greens gave up any right to criticise cuts to the NDIS when they blocked the Medicare levy increase that was designed to fund it.

Of course then the liberals just start bleating about "class warfare" which I think the labor side should really lean into rather than try to run away from.

Now about bean counters; the issue is that the federal bean counters want to save federal money and DGAF if the states have to spend more. So if by skimping money on NDIS a patient is stuck longer in hospital (as unsafe to discharge as home service isn't set up) or comes more to ED (because no NDIS program to provide activity/ meaning to life and so they present self harming etc) the federals don't care because the states foot the bill

Didnt Julia leave it unfunded, so it is what it is under the Coaltion?

she didnt leave it unfunded you nuffy. The PC only finalizeded in 2013 likely costs and recommendations on how to manage the rollout accordingly. The Abbott govt took over shortly after this, and proceeded accordingly

two ways

the first way was two years ago. The funding mechanism for the NDIS raised more than was spent that year. The Libs said this mean it didnt actually cost that much, so they could use the money elsewhere. This was a shell game however. The NDIS rollout was less than half way through, and participants were waiting for years to get their plans approved. So the reason less was being spent wasnt because there was less demand, but because providers and participants were awaiting permission still to participate

BTW this issue still isnt fixed. Its not unusual for participants to spent over three years awaiting approval of their plan.

The second is happening as we speak. The govt believe making people wait three years for their plan to be approved is too generous, and want to make the criteria for rejection easier. Short way of explaining it, no more recommendations from doctors, therapists, or medical professionals. Reason being they are apparently biased. The idea is now the NDIS will determine if you are disabled and entitled to supports by their own criteria.

Even with employment, your normal JobActive consultant cannot provide support for DES customers, as they dont have the training around the issues and potential needs of employing someone with a disability. There is a push to remove this requirement so any consultant can allocate DES supports.


This isnt about directly cutting funding upfront. Its about forcing people out of the system so that you spend less as a consequence. This is gutting the system without saying you're gutting the system

the whole point of the NDIS was to treat people with dignity. Now apparently its too much to expect to be able to have a working wheelchair, or a house that has been modified so you can shower yourself, or have a life outside your supported accomodation

Are you saying the the LNP don't have anyone qualified to do the maths and finance/fund NDIS appropriately?

Ms Gillard is generally regarded as the architect of the NDIS, hence relevant as the starting point when the discussion is gutting the current model.

The complex nature of the pre-NDIS setup meant it wasn't practical or even possible to set out the exact funding model, what was important and what the initial legislation did do was to set out the framework moving forward:

Section 3 (3)

In giving effect to the objects of the Act, regard is to be had to:

(a) the progressive implementation of the National Disability Insurance Scheme; and

(b) the need to ensure the financial sustainability of the National Disability Insurance Scheme.
