The problem with this rule is now more players are not trying to protect their heads but allowing it to hit the ground to draw the free. McCluggage has allowed it to creep into his game.
 
How about it's HTB when he decides to not release the ball but take the tackler on, then not immediately dispose of it.

If you pay HTB correctly, he doesn't get tackled to the ground and no head injury...which if it's a medium impact, I guess Bont will undergo the concussion protocol.

Problem is that umpires are letting the tackle go too long before calling a ball up or HTB, so players have to take opponents to ground for any decision to be made.

Make the decision quickly, then throw the ball up quickly and you remove head injuries and speed the game up!
