Parra have had more set restarts, what do you want the ref to do? Perhaps tell Moses to not drop the ball..

According to Alexander, giving away an early set restart is a Roosters ploy when their defense is not set. May explain a few of them.

But that is not the reason either. I find him very inconsistent in his interpretations, and generally it is against the Parramatta. Saying that he isn't as bad as Atkins or Sutton.
