Ignoring that decision, are you trying to say interpretation doesn't change based on the weather because it absolutely does. Rule book might not make allowances for it, but umpires definitely do.

People forget that there was a great period when they first cracked down on it, where defenders actually fought to keep the ball in because they were terrified of being done for deliberate.

And then the clowns came out and clarified that you could actually still screw around and deliberately hit behinds. It was baffling that they managed to fix a problem and then immediately f*cked it up again for no apparent reason.
