Pretty hard to argue this was anything other than careless/medium. If the other player subsequently fails the concussion test it could be upgraded to high impact.

Watch the replay there isnt any head high contact that I can see when I paused the kayo feed on the moment of impact. AP arms and shoulder make contact with the port players arm , the damage was done when the player hit the ground not from hitting AP.

Should have been a free to AP for front on contact. Go watch it yourself.

They would need to not be tackled without the ball every time they are need it.

Its ridiculous how many times Fremantle players are tackled without having possession. I know the conditions are tough but the umpires are taking the piss.
