Probably because that's where the ball has been. If a vast majority of a game is being played in a certain area of the ground then logic would suggest that's where a vast majority of the frees will be paid

I know it sounds like captain hindsight but maybe they needed to look outside the tent to replace Horse as Dean Cox was part of the coaching panel that oversaw 2 grand final humiliations in 3 years.
