My response from BEaston was 'the information is in the OP'

MUST either Kill, Protect, Roleblock or Seer a player each Night Phase (can't use the same action on consecutive nights), but either the target or the action will be randomised. Must use all actions before using one for a second time.

It doesn't say the choice of target or action will be randomised!

I think it alternates action, target, action ... so we'll see if it's the action this time.
