Correct, this is the rule. There are a new set with different references to your screeny, but here's the summary below:

• Active bleeding is defined under 24.1 as the existence of an injury or wound which continues to bleed and is not bleeding that can be readily removed. AKA it requires treatment to stop the bleeding.

• 24.3(i) and (ii) umpire must stop play at first available opportunity and issue a direction to leave the playing surface.

If they issue a direction under those two regulations, then you are entitled to a replacement player (24.3.3) within a certain time. Only when satisfied that they are replaced or if time has expired can they recommence play.

None of this is possible or necessary to be written down if you interpret it as not being required to stop play.

NOTE: this is different to the procedure for bleeding not defined as active bleeding which is in with what DY said.

The big fella needs a rest. He looks tired. He reminds me of when a mate of mine spiked my Chocolate Quik with a teaspoon of Horlicks. I was zapped. But while he did that, he was skulling shots of Portello & yelling, "Look Clokey, nothing's effecting me. I'm brand new." I then dozed off & next thing I know, I woke up in the Canberra Casino playing Royal Ascot yelling "Go Ramblin Go!!!" wearing nothing but a Hugo Boss suit and a cowboy hat signed by Laurie Lawrence. It seemed so real. I'll never forget it.

Because it should state. Umpires will stop play immediately. At the first available opportunity can be a boundary throw in, a ball up, if the ball is in vicinity. Keep your eye out next time a player is actively bleeding and the play continues, happens quite a bit when they are outside of the play

It only happens when the ump is unaware of the bleeding player.

some useless trivia....Laurie Lawrence attended "Lauries" (St Laurence's College in sth Brisbane). Parent's must have been completely bonkers as well!

Can see why we haven't been playing Moose in the ruck, looked very ordinary going against JVR.
 
Credit to this guy. His impact is limited because fading athleticism and age but it’s nice to watch on TV and see him always busting arse when others around him won’t.
At the ground today - he is a warrior. After CCJ went down he is probably thinking “Not the ruck again”.

Yeah very true, just who thought we'd be sitting here saying he's had a good season and we're still 2nd last with 2 games to play.
